Reason: In the interests of the visual appearance of the development in a prominent, edge-of-village location, in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA), except as modified by details provided in the drainage emails dated 12 December 2016 and 14 December 2016, and the Soakaway Permeability Test. The mitigation measures detailed within the FRA, including the finished floor levels shown on dwg (20) 1 Rev A, and the measures detailed in the Sustainable Drainage and Landscape Management Plan Rev A dated 14 December 2016, shall be fully implemented prior to occupation and subsequently in accordance with the timing / phasing arrangements embodied within the scheme, or within any other period as may subsequently be agreed, in writing, by the local planning authority.
Reason: To reduce the risk of flooding to the proposed development and future occupants.
The development permitted by this planning permission shall only be carried out in accordance with the Stomor Drainage Impact Assessment Report (dated January 2017) and associated drainage correspondence forming part of this application, and approved under P17/S0872/DIS.
The drainage works identified in the drainage strategy shall be implemented prior to occupation of the building, and thereafter maintained as such.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
No above ground works shall take place until a detailed scheme for protecting the internal areas and outdoor space of the care home from the external noise environment of the area has been submitted to and approved in writing by the Local Planning Authority. The scheme itself shall be designed to include all those mitigating measures identified in section of the acoustic report prepared by ARM: Churchfield Lane, Benson - Noise assessment, dated 21 September 2016, ref. ARM0192-02 v2. Thereafter, the development shall only be carried out in accordance with such approved scheme which shall be completed before any part of the accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing.
Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
External lighting shall not be carried out other than in accordance with an approved scheme, details of which shall be submitted to an approved in writing by the Local Planning Authority. The approved scheme shall be completed before any part of the accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing. Details of the lighting shall be in accordance with the guidance to be found in the 'Institution of Lighting Professionals and Guidance Notes for the Reduction of Obtrusive Light GN01:2011'.
Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy 2027 and Policy EP3 of the South Oxfordshire Local Plan 2011.
A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
In connection with the implementation of this permission, no construction works shall take place outside the hours of 8:00 am - 6.00 pm Monday to Friday and 8.00 am and 1.00 pm on a Saturday. Works shall not take place at all on Sundays or Bank Holidays.
Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs, softening of boundary treatment along the front of site, the treatment of the access road and hard standings, and the provision of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the installation of any of the balconies, a specification and visual representation of the glazing to be used in the balconies shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the balcony glazing shall be retained as approved.
Reason: To ensure that the balcony glazing provides appropriate amenity and quality living space for occupants of rooms with balconies, and in the interests of the visual appearance of the development, in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies D1, D4 and H4 of the South Oxfordshire Local Plan 2011.
Prior to the occupation of the development hereby approved, 2 (two) Electric Vehicle Charging Points shall be provided on-site and made available for operational use. Thereafter the Electric Vehicle Charging Points shall be retained as approved, other than in the event subsequent upgraded equipment or a replacement EVCP is installed.
Reason: To provide measures which contribute to the use of sustainable transport modes and provide facilities for charging plug-in and other ultra-low emission vehicles and address issues of adaptation to climate change, in accordance with paragraph 35 of the NPPF, and Policy CSQ2 of the South Oxfordshire Core Strategy 2027.
Cycle parking facilities shall be provided prior to the occupation of the development hereby approved in accordance with the details shown on drawing: Site Plan Proposed drwgno 9.2 Rev T. Thereafter, the cycle parking shall be retained as approved.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
