Conditions / Refusal Reasons
In context of the open, rural and sparsely settled character of the site and surrounding landscape, the proposed development by virtue of it's scale and siting will result additional urban built form which encroaches into the countryside and adversely impacts upon the character of the landscape. In addition, the large car park will consolidate the dispersed character of the site and visually erode the open green spaces that aids in defining the landscapes 'open' quality. As such, the development will not conserve the special qualities or scenic beauty of the North Wessex Downs Area of Outstanding Natural Beauty to which great weight is attached. The modest economic benefits of the scheme do not outweigh the harm identified, thus the proposal does not accord with Development Plan policies CSEN1, CSQ3 of the South Oxfordshire Core Strategy or saved policies G2, G4, D1 and E5 of the South Oxfordshire Local Plan. It is also contrary to National Planning Policy Framework policy guidance in context of section 11, Conserving and Enhancing the Natural Environment
The proposed development would result in detriment to the safety and convenience of users of the public highway, Public Right of Way and neighbouring children's nursery. Insufficient information has been provided to conclude the impact of increased intensity of vehicle use on the site will not compromise road safety. Particular regard has been had the shared access with Little Acorns Nursery whereby a one-way system results in vehicles exiting via the same highway access. Insufficient information has been provided to adequately assess this impact on the poorly surfaced entry/exit point As such, the development is contrary to saved policies T1, T2 and D2 of the adopted South Oxfordshire Local Plan 2011.
