Conditions / Refusal Reasons
The proposed development would result in significantly larger scale development than that deemed appropriate for a smaller and less sustainable village with limited services and facilities. It would not comprise infill development instead it would result in the considerable expansion of the village into the open countryside. As such, the proposal would not accord with the district's strategy for growth and necessary infrastructure, contrary to the National Planning Policy Framework, policies CSS1, CSR1, CSM1 and CSI1 of the South Oxfordshire Core Strategy and policy G3 of the South Oxfordshire Local Plan 2011.
The application fails to demonstrate that approximately 30 dwellings could be adequately accommodated on the site whilst achieving a high-quality place created of good design, with appropriate public amenity space which is in keeping with the rural character and existing settlement pattern. Therefore, the proposed development would fail to respect the rural character of the settlement and its setting and therefore conflicts with the National Planning Policy Framework, policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy and policies D1, C4 and G2 of the South Oxfordshire Local Plan.
The submitted application details have failed to demonstrate that a surface water drainage strategy could be implemented for the site to mitigate any adverse effects from surface water run-off and flooding on people and property in the local area. The proposed development is therefore contrary to Policy EP6 of the South Oxfordshire Local Plan 2011.
In the absence of a completed Section 106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the District. As such, the development would be contrary to the National Planning Policy Framework and
