Reserved Matters application following Outline approval P17/S0554/O (As amended by Drawings PL/A394/06 rev A and 07 Rev A showing tree protection measures and amplified by Aboricultural Method Statement June 2017 Ref: 17058/AMS/Rev D)
Erection of new dwelling on land at Stamford House, to include creation of additional vehicular access onto and improvements within existing driveway (including junction with A415) and installation of a septic tank. (As amended by drawings, Micheal Wheat Highway Response dated 21 April 2017 and Arboricultural Method Statement dated June 2017 and drawing 13015-P01-F altering layout accompanying letter from agent dated 06 June 2017)
Conditions / Refusal Reasons
The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved.
Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL.A394.06A, PL.A394.07A, PL.A394.05, PL.A394.04, PL.A394.02, PL.A394.01, PL.A394.08 and PL.A394.03, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of the development hereby approved, a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plan(s) shall be inserted in the north, south or east elevations(s) of the development hereby permitted.
Reason: To safeguard the amenities of adjoining occupiers in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.
The first floor ensuite bathroom window in the north elevation of the dwelling hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with either the approved plan from outline planning permission P17/S0554/O or the drawing PLA/A394/06A accompanying this application and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
