The development is classified as a more vulnerable use with Flood Zone 3b and should not be permitted as advised in Table 3 of the NPPG. As such, the development is contrary to paragraphs 155 and 163 of the National Planning Policy Framework and Policy EP4 of the emerging South Oxfordshire Local Plan 2034.
