Description
The demolition of the buildings at Greendene Farm other than Greendene Farmhouse and the development of a 65-bedroom elderly care home use class C2 with access, car-parking and a comprehensive landscaping strategy.

+ Final Planning Balance letter and addendum on need submitted 8 May 2019;
+ Additional landscape information submitted 29 July 2019; and
+ Legal opinion submitted 22 August 2019.
Conditions / Refusal Reasons
The proposal would introduce a residential institution into an isolated rural area, which is outside of any of the district's towns or villages. The location of the proposed care home therefore conflicts with the council's spatial strategy and would not contribute towards achieving sustainable patterns of development. As such, the development is contrary to the National Planning Policy Framework, policies CSS1, CSR1 and CSM1 of the South Oxfordshire Core Strategy and policies G3 and T1 of the South Oxfordshire Local Plan 2011.
The proposal would constitute a major development within the Chilterns Area of Outstanding Natural Beauty (AONB) and there are no exceptional circumstances that are in the public interest that would justify this major development within the AONB. The proposal would cause material harm to the character and intrinsic quality of this part of the AONB and the harm would outweigh the benefits of the development. As such, the development is contrary to the National Planning Policy Framework, policies CSS1, CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011.
In the absence of a completed S106 legal agreement, the proposal fails to secure infrastructure necessary to meet the needs of the development. As such, the development is contrary to the National Planning Policy Framework, policy CSI1 and of the South Oxfordshire Core Strategy, policies T1, D10 and D12 of the South Oxfordshire Local Plan 2011.
