The application site resides outside of the settlement of Russells Water. As such, the proposed residential development is judged to be unacceptable in principle, contrary to Policies CSS1 and CSR1 of the South Oxfordshire Core Strategy 2027 and Policy H4 of the South Oxfordshire Core Strategy 2011.
The proposed residential development would have an adverse impact on the rural character and appearance of the site and surrounding area and would fail to conserve the landscape qualities of the Chilterns Area of Outstanding Natural Beauty and would degrade the landscape setting of the settlement. As such, the proposed development is contrary to Policies CSQ3, CSR1 and CSEN1 of the South Oxfordshire Core Strategy, Policies D1, C4, G2, G4 and H4 and the South Oxfordshire Local Plan 2011 and guidance within the National Planning Policy Framework.
