The District Council considers that the level of plot coverage, inappropriate design and siting of the proposed dwelling, together with other visual impacts associated with residential use would result in a significant erosion of a valued local landscape feature within the heart of the settlement. The development of the site would materially harm the character of Russels Water and its setting, failing to conserve the landscape and scenic beauty of the wider AONB. As such, the proposal is contrary to Policy CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, Policies D1, C4, H4 and G2 of the South Oxfordshire Local Plan 2011 and Paragraph 115 of The National Planning Policy Framework.
