Conditions / Refusal Reasons
The application site comprises an area of countryside beyond the edge of the built up area of the nearby settlements of Emmington and Sydenham and is not identified for development in the Development Plan. The proposed development would not represent infill development as defined by the Core Strategy. Instead, it would result in a form of ribbon development along Sydenham Road, which would fail to respect the rural character and appearance of the site and its surroundings and the landscape setting of Emmington. Furthermore, the location of the proposed development in relation to nearby services and facilities and public transport links would discourage future occupiers from using public transport, walking and cycling as an alternative to the private car. As such, the proposal would be environmentally and socially unsustainable, contrary to Policies CS1, CSS1, CSR1, CSEN1, CSM1 and CSQ3 of the South Oxfordshire Core Strategy, Policies G2, G4, C4, D1 and H4 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF and NPPG.
Insufficient technical information has been submitted to demonstrate that the proposed development would provide adequate visibility splays and off-street parking and turning areas that would meet the required dimensional standards. Therefore, the application has failed to show that the proposed development would not result in conditions prejudicial to highway and pedestrian safety. As such, the proposal would be contrary to Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF and the NPPG.
