The development represents inappropriate development in the Green Belt and would cause harm to its openness. The applicant has not demonstrated the 'very special circumstances' required by the National Planning Policy Framework. The development is contrary to saved Policy GB4 of the South Oxfordshire Local Plan 2011, Policy CSEN2 of the South Oxfordshire Core Strategy, and Paragraphs 87 and 88 of the National Planning Policy Framework.

The development causes harm to the setting of Gateways, a Grade II listed building. The applicant has not demonstrated any public benefits arising from the development. The proposed development is contrary to saved Policy CON5 of the South Oxfordshire Local Plan 2011, Policy CSEN3 of the South Oxfordshire Core Strategy, and Paragraph 134 of the National Planning Policy Framework.

The development would have an adverse impact on the amenity of the occupiers of a neighbouring property (Gateways) by virtue of odours and risk to health due to a lack of measures in place to prevent the attraction of rodents or other vermin. The development is contrary to saved Policy R10 of the South Oxfordshire Local Plan 2011, and Paragraph 120 of the National Planning Policy Framework.
