The proposal fails to meet policy requirements of the NPPF and the Local Development Plan. The proposal for a new dwelling does not provide any private or shared amenity space for present or future occupants. This will significantly harm any occupant's quality of living and amenity. The harm identified through lack of such provision significantly and demonstrably outweighs the moderate economic and neutral environmental benefits of the proposal when assessed and weighed against the Framework as whole. The benefit of one single dwelling does not outweigh the harm. The development compromises and conflicts with the social role for sustainable development and is contrary to the guidance in the National Planning Policy Framework and core policies; policies CS1, CSS1 and CSR1 of the South Oxfordshire Core Strategy and saved policies H4 and D3 of the South Oxfordshire Local Plan.
