Given the design, scale and position of the close board fence the proposals would form a prominent feature within the private parking court to the rear of the property. Boundary treatment of the size proposed is uncharacteristic of the existing property and the surrounding area. The proposed development would have a negative impact upon the character and appearance of the existing property, site and surrounding area. As such, the proposed would be contrary to Policies D1 and G2 of the South Oxfordshire Local Plan, Policies CS1 and CSQ3 of the South Oxfordshire Core Strategy, advice from the South Oxfordshire Design Guide and Government guidance in the National Planning Policy Framework.
