Conditions / Refusal Reasons
The proposed development is considered inappropriate development as it is an extension which is considered a disproportionate addition over and above the size of the original building. No special circumstances have been demonstrated to the outweigh this substantial harm. The proposed development sits forward of the principle elevation on an open frontage, visually diminishing separation between the dwelling and the southern boundary. Built form would expand the entire width of the site. It would appear prominent in the open setting due to limited screening and higher ground level than the adjacent highway. As such, the openness of the green belt would be eroded and there would be conflict with purposes for including the land in the Green Belt. As such the proposed development is contrary to Development Plan policy CSEN2 in the South Oxfordshire Core Strategy and policies G2, GB4 and H13 in the South Oxfordshire Local Plan. The proposal is also contrary to government policy guidance in the National Planning Policy Framework and guidance in the South Oxfordshire Design Guide.
The design and scale of the proposed development is out of character with the host dwelling and the site. The proposed dimensions and footprint in terms of its scale and size, would compete with the scale and size of the main dwelling. The design incorporates complicated and domestic appearing features that appear to diminish the functional appearance of what would be expected of the proposed garage use. This would visually separate the dwelling from the main dwelling, not allowing it to appear subservient or ancillary in nature. It would also dominate the frontage, adding bulky built form to an otherwise largely soft landscaped street scene. It would appear visually prominent, on a higher ground level than the highway, impacting the semi-rural character of the site it's surroundings. As such, the development would be contrary to Development Plan polices CSQ3 of the South Oxfordshire Core Strategy and policies D1 and H13 of the South Oxfordshire Local Plan. The proposal is also contrary to government policy guidance in the National Planning Policy Framework and guidance in the South Oxfordshire Design Guide.
