Having regard to the inappropriate design, scale and massing of the proposed rear extension, the District Council considers that the proposal would dominate and overwhelm the existing bungalow, failing to respond positively to its essential form and character. Furthermore, the extension would have a visually incongruous appearance within the street scene, materially harming the character of this part of Sonning Common. As such, the proposal is contrary to the design objectives of the Development Plan, as expressed by Policy D1 of the Sonning Common Neighbourhood Plan, Policy CSQ3 of the South Oxfordshire Core Strategy, Policies H13 and D1 of the South Oxfordshire Local Plan 2011 and technical advice within the South Oxfordshire Design Guide.
