That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2018 4335 001, 0420 PL02 Rev F, 0420 PL13, 0420-PL16, 0420-PL03B, 0420-PL04A, 0420-PL05B, 0420-PL07B, 0420-PL08B, 0420-PL13, 0420-PL14, 0420-PL17 and 0420-PL09C, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.
No development shall commence until a scheme for the off-site highway works has been submitted to and agreed in writing by the Local Planning Authority. The submitted scheme shall include, but not be limited to -
- (a) The provision of a 1.0m wide footway
- (b) The provision of a 'Rumble Strip'
as indicated on the approved plans or as otherwise agreed. The approved works shall be implemented in full before the first occupation of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority.
Reason: In the interest of highway safety in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.
Notwithstanding the landscaping details submitted in support of the application, prior to the commencement of the development hereby permitted a comprehensive scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, CON5, D1 and H4 of the South Oxfordshire Local Plan 2011.
Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the soft landscaping works for the land to the south-east of the proposed access shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed programme.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, CON5, D1 and H4 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall be implemented in accordance with paragraphs 4.5 and 4.8 of the Preliminary Ecological Appraisal (Ecology Co-op dated 27/11/17 submitted within the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
For the avoidance of doubt these measures include:
1) Removal of vegetation removal outside of the bird nesting season (1 March - 31 August Inclusive)unless features are first hand searched by a suitably qualified ecologist and concluded as clear of any active bird nests. In the event that any active nests are identified a 5 meter buffer would need to be created around it with the nest to remain undisturbed until the young have fledged.
2) Measures are taken to avoid impacts on reptiles including:
Retention of suitable grassland habitat outside of the proposed construction zone but within the land under the same ownership adjacent to the northeastern boundary. Habitat manipulation of the entire proposed construction zone with two phase strimming. The first strim to a height of 10-15cm removes cover for reptiles with minimal risk of injury to them and the resultant disturbance encourages them to migrate out of the affected area into the retained suitable habitat. A second strimming pass to a height of 5cm or less removes the remaining vegetation cover and renders the habitat unsuitable for reptiles. Habitat manipulation would only take place between March and the end of October when daytime air temperatures are above 15 degrees, ensuring reptiles will be active and mobile. The creation of two reptile hibernacula upon the site. These can be built using logs and branches, piled on top of each other, with grass cuttings, earth and turf laid over the top to provide insulation.
Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.
No development shall take place until a detailed scheme for foul and surface water drainage has been submitted and approved in writing by the Local Planning Authority (LPA). The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. The scheme to be submitted shall include the following:
a. Detailed design information including a drainage layout plan and construction details for the principal elements of the drainage systems.
b. Design calculations to demonstrate the performance of the drainage system up to the 1 in 100 year plus climate change return period.
c. Copies of correspondence with Thames Water (e.g. pre-development enquiry response) confirming their agreement to discharge to the public at the location and rates proposed.
d. Details of the arrangements for ownership and maintenance for all elements of the drainage systems for the lifetime of the development. Should a private management company be proposed, the name of the management company and a contact for who will be responsible for the site shall be provided.
Reason: To prevent pollution and flooding in accordance with Policies G2, EP1, EP4, EP6 and H4 of the South Oxfordshire Local Plan 2011.
