Conditions / Refusal Reasons
The development hereby approved shall be carried out in accordance with the details shown on the following approved plans: 101510-BEL-TV-06, ITB11318-GA-010 Rev F, 101510-BEL-TV-08 Rev D except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The layout, scale and appearance of the dwellings, and the landscaping of the site, shall be carried out in accordance with the details approved under application P17/S0574/RM. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

The phasing of the development shall be carried out in accordance with the phasing agreed under application P17/S1832/DIS. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The slab levels of the buildings in relation to the existing and proposed levels of the site and surrounding land shall be constructed in accordance with the details approved under application P17/S0574/RM and retained as approved thereafter. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The landscaping of the site shall be managed in accordance with the details contained within the landscape management plan approved under application P17/S0574/RM. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the Arboricultural Method Statement approved under application P17/S0574/RM. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

None of the trees and hedgerows to be retained shall be lopped, topped or uprooted without the prior written consent of the Local Planning Authority. Any retained trees or hedgerows which are subsequently uprooted, die or become diseased within 5 years from planting, shall be replaced before the end of the next available planting season with a species, details of which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the Surface Water Drainage details approved under application P17/S2109/DIS. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Development shall be carried out in accordance with the Updated Reptile Mitigation Strategy and Working Method Statement for Great Crested Newts (November 2017), unless otherwise agreed in writing by the Local Planning Authority. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the Construction Traffic Management Plan approved under application P17/S1832/DIS. All construction traffic serving the development shall enter and leave the site through Crowell Road. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of any dwelling hereby permitted, the proposed means of access on to Crowell Road shall be formed and constructed strictly in accordance with plan 130884/A/11 Rev F and the Local Highway Authority's specifications and all ancillary works specified shall be undertaken. The access shall be retained as approved thereafter. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the 60th dwelling a temporary pedestrian and cycle route connecting the development to the western boundary of the site shall be provided in accordance with Drawing No. 101510-BEL-TV-08 Rev D. Prior to occupation of the 120th dwelling the temporary route shall be replaced with the permanent pedestrian and cycle route which shall be provided in accordance with Drawing No. ITB11318-GA-010 Rev F and shall be retained as approved thereafter. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The car parking spaces to be provided within the site shall be in accordance with the details approved under P17/S0574/RM. The parking spaces shall be laid out, surfaced, drained and completed in strict accordance with the approved details prior to the first occupation of any dwelling that forms part of the development. Thereafter the car parking spaces shall be retained unobstructed, except for the parking of vehicles associated with the development, at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011

Prior to the first occupation of any dwelling hereby approved, the proposed vehicular accesses, footways, cycle ways, driveways and turning areas that serve that dwelling shall be constructed, laid out, surfaced and drained in accordance with the specification approved under application P17/S0574/RM. They shall be retained for that purpose thereafter. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of any dwelling forming part of the development the Residential Travel Plan approved under application P17/S3089/DIS shall have been implemented and a copy of the residents' Travel Information Pack shall have been submitted to the Travel Plans Team. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

Development shall not commence until an Archaeological Written Scheme of Investigation prepared by a professional archaeological organisation acceptable to the Local Planning Authority, relating to the application site area, has been submitted to and approved in writing by the Local Planning Authority. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

Following the approval of the Written Scheme of Investigation referred to in condition 16, and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

There shall be no discharge of foul flow from the site into the public sewer system until the drainage works approved under P17/S1832/DIS have been carried out in full in accordance with the approved details and retained as approved thereafter. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.
