The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority as per conditions No.4 and No.6. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby approved samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of protecting the historical and architectural interest of the West Hagbourne Conservation Area in accordance with saved Policy CON7 of the South Oxfordshire Local Plan 2011 and Policy CSEN3 of the South Oxfordshire Core Strategy. Prior to the occupation of the final dwelling hereby approved, the applicant shall have laid out an area of overflow car parking on land edged in blue as shown on the Location Plan, Drawing No. 15.2128.108 Rev P1, and in accordance with the Site Plan, Drawing No. 15.2128.101 Rev P7. Reason: To mitigate the loss of car parking associated with the development, and in the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Details of windows and doors at a scale of 1:10 and 1:5 b. Boundary treatments c. Hard and soft landscaping, including the planting of live trees and shrubs d. Location and details of bin stores Thereafter the works shall be carried out in accordance with the approved details. The scheme for the landscaping of the site shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To safeguard the special architectural and historic interest of the West Hagbourne Conservation Area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and saved Policy CON7 of the South Oxfordshire Local Plan 2011. Furthermore, to safeguard the landscape setting of West Hagbourne and to mitigate the impact of the development on the North Wessex Downs Area of Outstanding Natural Beauty in accordance with saved Policy C4 of the South Oxfordshire Local Plan 2011, Policy CSEN1 of the South Oxfordshire Core Strategy, and Paragraph 115 of the National Planning Policy Framework. The development hereby permitted shall not be commenced until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. These details must reference the culverted watercourse on the southern boundary of the site and include details for how this will be accessed in perpetuity for maintenance. Thereafter, the development shall proceed in accordance with the approved details. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees as shown within the arboricultural method statement and tree protection plan dated 21 February 2018. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) detailing only the construction traffic routing shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Main Street is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The vision splays shown on drawing numbers VS01, and VS02 shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. 15.2128.101 Rev P7 and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

No development shall commence until a scheme for the off-site highway works has been submitted to and agreed in writing by the Local Planning Authority. The submitted scheme shall include, but not be limited to - - (a) The provision of a footway from the overflow car park towards the public house - (b) The provision of a pedestrian dropped kerb to Oxfordshire County Council as indicated on the approved plans or as otherwise agreed. The approved works shall be implemented in full before the first occupation/use of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Upon the first occupation of House 1 as shown on the Site Plan 15.2128.101, the hours of operation for the Public House Garden shall be restricted to 10:30-23:00 Sunday to Thursday and 10:30 to 23:30 on Fridays and Saturdays. After such times, the public house may still operate in accordance with its premises licence, but the garden area to the east must be closed to patrons. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
