The creation of a studio flat would result in the sub - division of the existing dwelling into two separate units of residential accommodation. As the application site lies outside the built-up area of the settlement of Horspath, the development would conflict with Saved Policy H11 of the South Oxfordshire Adopted Local Plan 2011.

The introduction of a studio flat in this location would be contrary to the established settlement pattern of detached dwellings with gardens in this area and so would have an adverse impact on the existing settlement character and local distinctiveness in this location. The proposal would therefore conflict with Policy CSQ3 of the South Oxfordshire Adopted Core Strategy 2012; Saved Policy D1 of the South Oxfordshire Adopted Local Plan 2011 and Saved Policy H11 South Oxfordshire Adopted Local Plan 2011 and national guidance contained in the National Planning Policy Framework (NPPF).

The proposed studio flat provides inadequate and poor-quality form of accommodation. As such the proposal is conflict with Saved Policy H11 South Oxfordshire Adopted Local Plan 2011; the South Oxfordshire Design Guide 2016 and national guidance contained in the National Planning Policy Framework (NPPF).

It is not clear how parking for 3 vehicles and appropriate manoeuvring can safely take place within the site that would allow safe egress from the site using forward gears. In the absence of such information, there is a reasonable concern that more vehicles using the entrance could prejudice highway safety. The proposal would therefore conflict with Saved Policy H11 and Saved Local Plan Policy D2 of the Oxfordshire Adopted Local Plan 2011 and national guidance contained in the National Planning Policy Framework (NPPF).
