That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 784.17-04, 784.17-TP2, 784.17-10, 784.17-06, 784.17-17, 784.17-05, 784.17-09, 784.17-16, 784.17-01, 784.17-TP1, 784.17-21, 784.17-18 A, 784.17.03B, 784.17-TP3 (Rev B), 784.17-15 (Rev A), 784.17-13 (Rev A), 784.17-08 (Rev A), 784.17-07 (Rev A), 784.17-12 (Rev A), 784.17-14 (Rev A), 784.17-20 (Rev D), 784.17-19 (Rev B) and 784.17-02 (Rev E), except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P18/S2578/DIS

The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S3789/DIS

The following windows in the dwellings hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter: - Plot 1 - first floor south-east facing stairwell window and north-west facing bathroom window - Plot 2 - first floor south-east facing en-suite window - Plot 4 - first floor south-east facing bathroom window and north-west facing en-suite window - Plot 5 - first floor and second floor south-east facing stairwell windows - Plot 6 - first floor and second floor north-west facing stairwell windows - Plot 7 - first floor south-east facing bathroom window - Plot 8 - first floor north-west facing bathroom window - Plot 9 - first floor south-east facing stairwell and en-suite windows Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011.

The cill level of the roof lights in the north-west facing elevation of Plot 4 shall be at least 1.7 metres above the floor level of the associated rooms and shall be retained as such. No additional rooflights shall be inserted into the north-west, south-east and north-east facing elevations of the development hereby approved without planning permission of the Local Planning Authority. Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order), no development as specified in Schedule 2, Part 1, Class A - Extensions; Class B - Roof Extensions; Class E - Outbuildings shall be undertaken without obtaining planning permission for the Local Planning Authority. Reason: The specific circumstances of this site warrant the Local Planning Authority having control over any further development as specified in the condition in the interests of amenity and in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 784.17-02, Rev E and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on the approved plan 784.17 - 20 Rev D shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

That the development hereby permitted shall be implemented in accordance with the recommended biodiversity mitigation and enhancement measures contained within the supporting Condition Discharge Report (Lockhart Garratt, March 2017, Ref: 16-3333). Once complete, this application will be discharged through a letter from the project ecologist confirming that the recommended measures have been implemented and providing evidence. Reason: To ensure that there is no net loss of biodiversity, in accordance with provisions of the NPPF and Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies G2, C6 and H4 of the South Oxfordshire Local Plan 2011.
