Redevelopment of grass rugby pitch to provide World Rugby Compliant Third Generation Artificial Grass Pitch, with associated hard and soft landscaping, fencing, ancillary storage container and dugouts, and new floodlighting (amended by plans and information received 5th March 2018)
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, MCA-MUK1827-07 rev C, MCA.MUK1827.11, HLS03231, MCA-MUK1827-08 rev H, MCA-MUK1827-02 rev E, MCA-MUK1827-09 rev B, MCA.MUK1827.10, PR1200.3-HALFMESH, MCA-MUK1827-03 rev F, MCA-MUK1827-01 rev D and E01 except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The floodlights hereby approved shall not be used outside the hours of 9am to 10pm Monday to Friday (including Bank Holidays) and shall not be used outside the hours of 9am to 9pm on Saturdays and Sundays.
Reason: To prevent undue light pollution and to protect the amenities of the local area in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
All floodlighting shall be installed so that the lights are angled downwards as shown
in drawing E01 by Halliday Lighting, in order no luminairre is visible from any
adjacent properties. No light from the floodlighting shall directly trespass into adjacent
properties.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
The approved Construction Management Plan and additional details contained in the agents letter dated 5th March 2018 shall be implemented and maintained throughout the course of the development and construction of the development hereby approved.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire
Local Plan 2011.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and GB4 of the South Oxfordshire Local Plan 2011.
The approved sustainable surface water drainage system as shown on the approved plans and detailed in the Flood Risk Assessment and appendices (completed by Hydrock Consultants Limited) shall be implemented and connected as proposed, prior to the first use of the development hereby permitted, unless otherwise first agreed in writing by the Local Planning Authority.
Reason: To prevent pollution and flooding in accordance with Policies EP1 and EP6 of the South Oxfordshire Local Plan 2011.
