The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P19/S0547/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 17 POT SL01 and 17 POT PE01 REV A except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development a phased risk assessment shall be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice. Each phase shall be submitted to and approved in writing by the Local Planning Authority. Phase 1 shall incorporate a desk study and site walk over to identify all potential contaminative uses on site, and to inform the conceptual site model. If potential contamination is identified in Phase 1 then a Phase 2 investigation shall be undertaken. Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and if significant contamination is identified to inform the remediation strategy. Phase 3 requires that a remediation strategy be submitted to and approved by the LPA to ensure the site will be rendered suitable for its proposed use. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

The development shall not be occupied until any previously approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

The occupation of the dwelling shall be limited to a person solely or mainly working, or last working, in the locality, in agriculture or forestry, or a widow or widower of such a person, and any resident's dependant. Reason: The proposed dwelling is situated in the rural area where the Local Planning Authority would not normally grant permission unless other uses for the building had been explored and harm to occupant amenity addressed, in accordance with Policy CSS1 of the South Oxfordshire Core Strategy 2027 and SOLP policy E8.

The development hereby approved shall be implemented in accordance with all of the recommendations made in section 7 of the supporting Bat Survey Report (Windrush Ecology, February 2018, Ref: W2773_rep_Potters Farm, Ewelme_27-02-18). Any variation from the approved details shall be agreed in writing by the local planning authority prior to any such change being implemented. Reason: To protect the important species on site and ensure a biodiversity netgain on site, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 109 of the NPPF

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission for the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1, E8 of the South Oxfordshire Local Plan 2011.
