Given the design, scale and position of the rear dormer the proposed development would form a prominent feature when viewed from nearby public vantage points. The design of the dormer is uncharacteristic of the existing property and the surrounding built form within the conservation area. The proposed development would have a negative impact upon the character and appearance of the existing property, site and surrounding conservation area. As such, the proposed development would be contrary to Policies CS1, CSQ3, CSEN3 and CSHEN1 of the South Oxfordshire Core Strategy, Policies CON7, D1, G2 and H13 of the South Oxfordshire Local Plan, and guidance set out in the South Oxfordshire Design Guide 2016 and the National Planning Policy Framework.
