The proposed development, when observed from public rights of way at relatively close quarters, would appear as a highly prominent alien feature in the local landscape in a location where there are no buildings, masts or other man-made structures. The application has not demonstrated that no alternative, less visually intrusive site is available or technically feasible nor that there is no opportunity for sharing existing masts or existing sites. As such, the proposal would detract from the local landscape character of this part of the countryside and would conflict with Policy CSEN1 of the South Oxfordshire Core Strategy and Policies G2, G4 and TE1 of the South Oxfordshire Local Plan 2011 and guidance contained within Paragraph 45 of the NPPF.
