Notwithstanding the reserved matters approval, detailed soft and hard landscaping and tree planting proposals shall be submitted for approval in writing by the Local Planning Authority for the areas identified by dashed black line as Avon Way Roundabout on the Landscape Masterplan (drawing ref: RG-L-01 Rev D). These details shall be submitted in conjunction with or prior to the reserved matters for parcels adjoining these locations and shall be implemented prior to public use of that part of the highway, and retained thereafter. Reason: The reserved matters for Phase 1 subject of application P17/S3859/RM do not provide full reserved matters for landscaping for Phase 1 required by conditions 2 and 31 of planning permission P15/S2902/O.

Notwithstanding the reserved matters approval, detailed soft and hard landscaping and tree planting proposals shall be submitted for approval in writing by the Local Planning Authority for the areas identified in magenta pink as Spur Roads on the Landscape Masterplan (drawing ref: RG-L-01 Rev D). These details shall be submitted in conjunction with or prior to the reserved matters for parcels adjoining these locations and shall be implemented prior to public use of that part of the highway, and retained thereafter. Reason: The reserved matters for Phase 1 subject of application P17/S3859/RM do not provide full reserved matters for landscaping for Phase 1 required by conditions 2 and 31 of planning permission P15/S2902/O.

Notwithstanding the details required by outline planning condition 26, prior to the construction of any permanent swale, basin, headwalls or screen, details shall be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out in accordance with the approved details. Reason: To ensure the design details are suitable to meet the drainage needs of the development and are assimilated in the landscape in accordance with Policies D1 and EP6 of the South Oxfordshire Local Plan 2011.

Details of the clearance and desilting of the Ladygrove Brook through the site and downstream of Appleford Road within land controlled by the applicant shall be carried out prior to first occupation in accordance with details that shall have first been submitted and approved in writing by the Local Planning Authority and the details shall include proposed works, schedule for maintenance and timetable for works. The works and maintenance shall be carried out in accordance with the approved details. Reason: To ensure the capacity of the Ladygrove Brook for drainage and flood prevention is maintained in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011 and paragraph 103 of the National Planning Policy Framework.

The highway shall be constructed in accordance with the Tree Root Growth Area Plan (A085-PIA-009 P1). Reason: To ensure there is sufficient growing room for the establishment of trees that will become visually and ecologically important, contributing to the biodiversity, amenity and landscape value of the area, in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

Other than for the purposes of construction, no part of the spine street or secondary street subject to this application shall be used until that part of the spine street or secondary street has been constructed, surfaced and drained in accordance with the approved plans. Reason: To provide a safe and accessible highway in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027 and policies T1, T2 and EP3 of the of the South Oxfordshire Local Plan 2011.

In accordance with the approved Lighting Strategy, no dwelling shall be occupied until street lighting is provided in accordance with a detailed lighting scheme for street lighting including details of the lighting units and levels of illumination shall have been submitted to and approved by the Local Planning Authority. Reason: To provide a safe and accessible highway in accordance with Policy CSM1 of the South Oxfordshire Core Strategy 2027 and policies T1, T2 and EP3 of the of the South Oxfordshire Local Plan 2011.
