The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
Prior to any below ground works, other than works carried out for contamination testing or for the removal of existing building footings or in accordance with the agreed archaeological Written Scheme of Investigation, a contamination risk assessment shall be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice. Thereafter, contamination investigation and remediation work shall be carried out as two further phases prior to commencement of above ground works on any of the dwellings, and each phase shall first be submitted to and approved in writing by the Local Planning Authority.
Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and if significant contamination is identified to inform the remediation strategy.

The development shall not be occupied until any previously approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of any construction. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development, the existing means of access onto Reading Road shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety and to ensure safe access to and from the site in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of above ground works on any of the dwellings, surface water drainage works shall be carried out in accordance with details that have first been submitted to and approved in writing by the Local Planning Authority. Prior to the commencement of above ground works on any of the dwellings and surface treatment, a scheme for the landscaping of the site, including the planting of site compatible trees and shrubs, and the treatment of the access road and hard standings, shall be submitted to and approved in writing by the Local Planning Authority.
The scheme shall be implemented prior to the first occupation of the development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of above ground works, with the exception of above ground clearance and demolition, detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the development site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Details of all boundary walls, fences and any other means of enclosure - both within the site and bordering adjacent land -, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of above ground works on any of the dwellings. All such approved means of enclosure shall be erected prior to the first occupation of the development and thereafter so maintained.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to demolition of any building or structure on the site, or excavation (other than for the purposes of archaeological investigation or contamination testing), details covering the demolition process shall be submitted to and approved by the Local Planning Authority. The Construction Traffic Management Plan (Demolition) shall set out the demolition schedule, noise and air quality mitigation during demolition, demolition vehicle traffic management and routing, and process for the removal of demolition material. Thereafter demolition shall only be carried out in accordance with these agreed details.
Reason: In the interests of highway safety, and to mitigate the impact of demolition on the surrounding highway network, road infrastructure and local residents, in accordance with EP2 and T1 of the South Oxfordshire Local Plan 2011.
A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of below ground works (other than for the removal of existing footings, or for the purposes of archaeological investigation or contamination ground testing). The Construction Traffic Management Plan (Construction) shall set out the construction schedule, noise and air quality mitigation during construction, construction vehicle traffic management and routing, on-site parking area for construction traffic, on-site wheel washing facilities and process for site deliveries. Thereafter construction shall only be carried out in accordance with these agreed details.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Bank Holidays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
The hours of vehicles delivering to or carrying out removal from the site, during demolition and construction, shall be restricted to 09:15-16:45 Monday to Friday and 08:00-13:00 on a Saturday. No deliveries to, or removal from site, are permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without first obtaining planning permission for the Local Planning Authority.

External lighting may only be installed if installed pursuant to a lighting scheme which has been submitted to and approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage.
Reason: To safeguard the amenity of neighbouring occupants, and protect local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
The garage/car port accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
