Having regard to the scale and height of the proposal, the development is
considered to be unneighbourly on the basis that it would have an
oppressive impact on the private amenity areas of the existing adjacent
dwellings to the south and north east of the site.
The additional height over and above the approved building would also appear visually dominant, intrusive and overbearing and would therefore detract from the amenity of the occupants of the neighbouring dwellings. As
such, the development is contrary to the aims of the National Planning Policy
Framework, saved policy H4 of the South Oxfordshire Local Plan 2011 and
advice set out in the South Oxfordshire Design Guide 2016.
