The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1848 02, 16, 9, 3787 04 REV 0, 3787 01 REV 0, G 101, G 103, BOU KNA LA 002, BOU KNA LA 001, G 100 REV A, G 102 REV A, 9, 10, 11, 12, 13, 14, 15, 16, 2, 3, 4, 5, 6, 7, 8, 1848 01 C, 1, 17 10-1 and 17 10-2, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P18/S0289/DIS, P18/S0669/DIS

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, A1 and D1 of the South Oxfordshire Local Plan 2011. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, A1 and D1 of the South Oxfordshire Local Plan 2011.

External lighting will only be permitted in accordance with a lighting scheme to be first approved in writing by the local planning authority. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until foul and surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, including any site clearance or demolition, a construction environmental management plan (CEMP) for biodiversity shall be submitted to, and approved in writing by, the Local Planning Authority. The CEMP (Biodiversity) shall include the following: i. Update ecological surveys for relevant habitats and species, update surveys shall follow national good practice guidelines; ii. Risk assessment of potentially damaging construction activities; iii. Identification of "biodiversity protection zones"; iv. Practical measures (both physical measures and sensitive working practices) to avoid, reduce or mitigate the impacts on important habitats and protected species during construction; v. The location and timing of sensitive works to avoid harm to biodiversity features; vi. The times during construction when specialist ecologists need to be present on site to oversee works; vii. Responsible persons and lines of communication. viii. Use of protective fences, exclusion barriers and warning signs. The approved CEMP (Biodiversity) shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details, unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure the protection of habitats and species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy and Policy C8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development hereby approved, including any site clearance or demolition, a Biodiversity Offsetting Plan (BOP) shall be submitted to and approved in writing by the Local Planning Authority. The BOP shall include the following details: i. Details of mixed woodland habitat creation (on-site: 0.31ha, off-site: 0.6ha) and include suitably detailed drawings and cross sections as required; ii. Details of specific techniques and practices for establishing mixed woodland in accordance with BS 8545:2014; iii. Details of the mixed woodland management including target condition, management techniques, replacement planting and timing schedule; iv. Details of species enhancements including relevant scale plans and drawings showing the location, elevation and type of features such as bat and bird boxes etc. as appropriate; v. Sources of habitat materials (e.g. plant stock) or species individuals; vi. Extent and location of proposed works. Thereafter, the biodiversity offsetting measures shall be implemented and retained in accordance with the approved details. All planting shall be delivered within 12 months of the commencement of the development hereby aproved. Reason: To avoid a net-loss of biodiversity resource, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy and government policy as stated in paragraphs 109 and 117 of the NPPF.

No development shall take place until a detailed scheme for protecting the dwelling from the external noise environment of the area has been submitted to and approved in writing by the Local Planning Authority. The scheme itself shall be designed, specified and constructed so that the sound insulation performance of the structure and the layout of the dwelling is such that the indoor ambient noise levels do not exceed the values detailed in Table 4 of BS 8233:2014 "Indoor ambient noise levels for dwellings". Noise levels in external amenity areas shall not exceed the desirable level of 50dB LAeq,T, as specified in Paragraph 7.7.3.2 of BS 8233:2014 "Indoor ambient noise levels for dwellings". Thereafter the development shall not be carried out other than in accordance with such approved scheme which shall be completed before any part of the residential accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing. Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Prior to occupation of any part of the development hereby approved, the existing means of access onto Hill Road shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to occupation of any part of the development hereby approved vision splays measuring 2.4 metres by 70 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Wheel washing facilities shall be established within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Such facilities shall be established prior to the commencement of demolition or construction and shall be kept in operation at all times during demolition and construction works. Reason: To prevent the tracking out of materials onto the highway in the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, a plan showing that a refuse vehicle of not less than 11.6m in length can enter, turn in, and exit the development safely in forward gear shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall be carried out in accordance with the approved details. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The mobile home hereby approved shall be removed from the land on or before the expiration of three years from the date of this planning permission. The land shall be restored to its original condition within 3 months of the removal of the mobile home. Reason: To enable the Local Planning Authority to review the desirability and justification of the development against the National Planning Policy Framework.

The occupation of the mobile home hereby approved shall be limited to a person solely or mainly employed at Knapps Wood Farm in agriculture as defined in Section 336 of the Town and Country Planning Act 1990, and dependents of such a person residing with that person on the land identified in this planning permission. Reason: The proposed dwelling is situated in the rural area where the Local Planning Authority would not normally grant permission for such a development and this permission is granted solely in order to fulfill an essential agricultural need, in accordance with Policy CSS1 of the South Oxfordshire Core Strategy 2027 and guidance contained within the National Planning Policy Framework.
