That, having regard to the position, height, mass and details of design of the proposed development and the associated works the local planning authority is not satisfied that they would not harm the special architectural and historic interest of the listed buildings of The Corn Exchange and 4 Market Place. Furthermore the works would fail to preserve the setting to the special architectural and historic interest of the grade II listed buildings contrary to Policy CSEN3 of the South Oxfordshire Core Strategy and Policies CON2, CON3 and CON5 of the South Oxfordshire Local Plan 2011 and paragraphs 192 and 196 of the NPPF.
