The change of use of the land from agriculture to storage purposes has been facilitated by the erection of a building operation, for which planning permission has not been sought. It is unlikely that the council would have granted planning permission for this building operation for a purpose other than agriculture had such permission been sought, due to the adverse impacts of such development on the countryside and rural landscape. The unauthorised change of use of the land has therefore contributed to an unnecessary encroachment of urban development into the countryside and a corresponding loss of rural landscape. It has also resulted in the need for other buildings to be approved encroaching further in to the countryside in order to support the agricultural needs of the farm enterprise. This is contrary to policies G2, G4, C4 and E5 of the South Oxfordshire Local Plan; policies CSS1 and CSEN1 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at protecting the countryside and valued landscapes from adverse development.

The change of use of land from agriculture to storage purposes has been undertaken contrary to policies CSEM4 and CSR2 of the South Oxfordshire Core Strategy; policies E5 and E8 of the South Oxfordshire Local Plan; and government guidance contained in the National Planning Policy Framework aimed at achieving sustainable economic growth in rural areas.
