The proposal would result in encroachment of significant development towards the countryside, with the prominence of the dwelling of a non-traditional design and materials detracting from the Chilterns AONB landscape in a manner that would be perceptible in public views from the north and east. This harm would not be offset by the removal of the existing dwelling and outbuildings in views along Old Bix Road, because the proposed dwelling, garage and driveway would also be evident from those vantage points. As such, the proposed development would conflict with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G4, D1 and H12 of the South Oxfordshire Local Plan 2011 and advice contained within the South Oxfordshire Deign Guide 2018 and Paragraph 115 of the NPPF.
