The development would not represent a sustainable form of development. The development does not constitute the infilling of an appropriate small gap and would, owing to its scale and design, represent an overly intensified form and undesirable consolidation of the existing built form detracting from the attractive approach to the village and the loose knit semi-rural character and appearance of this part of Busgrove Lane as well as the character and qualities of the Chilterns Area of Outstanding Natural Beauty. As such the development would fail to accord with Policies CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, Policies C4, C9, D1, G2, G4 and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the National Planning Policy Framework.
