The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S0562/DIS

The use of the building(s) hereby permitted shall be limited solely to agricultural purposes in connection with the agricultural use of the land as shown on the plans accompanying the application. Reason: To restrict the use of the building to one compatible with the surrounding rural area in accordance with Policy CSS1 of the South Oxfordshire Core Strategy 2027 and Policy A1 of the South Oxfordshire Local Plan 2011. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 03, 01 and 02, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Methods of operation shall ensure that the odour emission rate from the development does not exceed the Environment Agency benchmark for moderately offensive odours, a 98th percentile hourly mean of 3.0 ouE/m3. The measurement location shall be at the closest boundary of any odour sensitive receptor. In the event of unacceptable odour being caused by the development the applicant or persons responsible shall investigate and undertake works to resolve the problem to the satisfaction of the local planning authority. Reason: To protect the occupants of nearby residential properties/Businesses from noise and odour disturbance during the development of the site in accordance with South Oxfordshire Local Plan 2011 Policy EP1 Prevention of Polluting Emissions.

All plant, machinery and equipment to be used by reason of the granting of this permission shall be so installed, maintained and operated so as to ensure that the rating noise level from the equipment does not exceed the background noise level at the boundary of the premises. Measurement and rating of noise for the purposes of this condition shall be in accordance with BS4142 (2014) 'Method for rating industrial and commercial sound'. The measurement location shall be 1 metre from the facade of the nearest noise sensitive receptor. In the event of unacceptable noise or vibration being caused by the installed plant, machinery and equipment, the applicant or persons responsible shall investigate and undertake works to resolve the problem to the satisfaction of the local planning authority. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, a detailed scheme for the surface water drainage of the development shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be fully implemented prior to the occupation of any new building. Reason: To ensure the effective drainage of the site and to avoid flooding (Policy DC14 of the adopted Local Plan).

Prior to the commencement of development, a detailed scheme for the foul water drainage of the development shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be fully implemented prior to the occupation of any new building. Reason: To ensure the effective drainage of the site in the interest of public health (Policy DC9 of the adopted Local Plan).
