Insufficient information has been submitted with the application to establish an essential need for the continuous siting of 16 caravans to accommodate seasonal agricultural workers in support of the existing agricultural enterprise. The applicant has therefore failed to demonstrate very special circumstances outweighing the harm to the openness and character of the Green Belt resulting from the development. The development must therefore also be regarded as an unnecessary encroachment of urban development into the Green Belt, this being contrary to the reasons for including land in the Green Belt. This is contrary to policy GB4 of the South Oxfordshire Local Plan; policy CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at protecting the openness and character of the Green Belt.
Insufficient information has been submitted with the application to establish an essential need for the continuous siting of 16 caravans to accommodate seasonal agricultural workers in support of the existing agricultural enterprise. The proposed development must therefore be considered as constituting an unnecessary encroachment of urban development into the countryside. This is contrary to policies G2 and G4 of the South Oxfordshire Local Plan aimed at protecting the countryside from adverse development.
