The proposed arrangement shown on drawings BLO 001, LOC 001, PP_001 is not able to demonstrate the required 2.4 x 43 metre visibility splays required for a new vehicular access onto the Class B Classified Road and there is insufficient land available within the application area for the provision of such sight lines. No turning opportunity can be provided on site so a vehicle can turn and egress in a forward gear, and this in conjunction with the substandard visibility splays is likely to increase the risk to Highway Safety onto a busy, classified road. As such the proposal is contrary to guidance contained within the National Planning Policy Framework and Policy T1 of the South Oxfordshire Local Plan 2011.
