Having regard to the width, bulk and mass of the proposed outbuilding, the application proposal would have an unacceptable adverse impact on the open historic character and accessible elongated form of the medieval burgage plot, the setting of the nearby listed buildings, and would fail to preserve or enhance the Henley (Main) Conservation Area. The application proposal is judged to be contrary to Policy DSQ1 of the Joint Henley and Harpsden Neighbourhood Plan, Policies D1, G2, CON5, CON7 and CON10 of the South Oxfordshire Local Plan, Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy, Paragraphs 132 and 134 of the National Planning Policy Framework and Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
