Amendment to P16/S3970/FUL, to provide welfare facilities in the form of additional rest room, office, kitchenette and W/C. Move proposed midden to site adjacent to hedge. Install mini sewage treatment plant to serve proposed development.
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 01550-00 02-F, 01550-00 06-F, 01550-02 01, 01550-00 01-F, 01550-02 02 and 01550-00 04-E, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified and approved by application P17/S2305/DIS unless otherwise approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies CSQ3, CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies C4, D1, G2, G4 and R10 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development, the existing means of access onto the Unnamed Road shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The vision splays shown on drawing no. 01550-00 04-E, shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. 01550-00 02-F, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Any gates provided shall be set back a minimum of 10.0 metres from the edge of the carriageway and shall open inwards into the site.
Reason: To ensure that vehicles may wait clear of the highway while the gates are opened or closed in the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The surface water drainage works in relation to the development hereby permitted shall be implemented in accordance with the details specified and approved by application P17/S2305/DIS unless otherwise approved in writing by the Local Planning Authority.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with details on drawing 01550-00-6F.
Reason: To prevent pollution in accordance with Policy EP1 and R10 of the South Oxfordshire Local Plan 2011.
No external lighting shall be installed as part of the development hereby approved.
Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy 2027 and Policy EP3, G4, D4, R10, A1 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall only be used for the purpose as a livery business.
Reason: To secure the proper planning of the area and in the interest of neighbouring amenity, in accordance with Development Plan policies.
