Approval for Reserved Matters (layout, scale, appearance and landscape) pursuant to Outline application (P15/S0154/O) for the erection of up to 89 dwellings with public open space, landscaping, vehicle access and footpath links at Land off of Lower Icknield Way and consent sought for discharge of conditions 1, 6, 9 and 14 of planning permission P15/S0154/O.

Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 5516-90-A, 2516-A-1001-A, 2516-A-1000-A, 2516-A-3000-C, 2516-A-1005-S, 2516-A-3005-C, 2516-A-3006-A, 2516-A-3007-A, 2516-A-3007.1-A, 2516-A-3008-A, 2516-A-3009-A, 2516-A-3010-C, 2516-A-3011-A, 2516-A-3015-C, 2516-A-3016-A, 2516-A-3016.1-A, 2516-A-3016.2-A, 2516-A-3017-A, 2516-A-3018-A, 2516-A-3019-A, 2516-A-3019.1-A, 2516-A-3020-C, 2516-A-3021-C, 2516-A-3025-C, 2516-A-3030-C, 2516-A-3031-A, 2516-A-3032-A, 2516-A-3035-C, 2516-A-3040-D, 2516-A-3045-C, 2516-A-3046-C, 2516-A-3050-C, 2516-A-3055-C, 2516-A-3056-A, 2516-A-3060-C, 2516-A-3065-A, 2516-A-3070-D, CHIN-ML-001, CHIN-ML-002, TD862_01F, TD862_02F, TD862_03F, TD862_04F, TD862_05F, TD862_06E, 2516-C-1200-D, 2516-C-1201-D, 2516-A-3200-C and 5516-600-C, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The estate roads and footpaths shall be set out and surfaced in accordance with drawing nos. TD862_01F, TD862_02F, TD862_03F, TD862_04F and TD862_05F and any variation shall be approved in writing by the Local Planning Authority. Before any of the dwellings hereby permitted are first occupied, the estate roads and footpaths serving that property shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with the previously approved details.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Bicycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details shown on drawing 2516-A-3200-C unless otherwise approved in writing by the Local Planning Authority.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details in the SUDS Management and Maintenance Plan - Amc/18:0025/5516 and Surface Water Drainage Statement - 18:0026/5516, or as otherwise approved in writing by the Local Planning Authority.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
The first floor side windows in the south-west elevations of the dwellings hereby permitted on plots 16 and 17 shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and they shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 of the South Oxfordshire Local Plan 2011.
