Change of use of building from an ancillary residential use to a mixed C3 residential use and B1(a) office use for use only by the occupiers of Curtis Farm and up to a maximum of five full time employees at any one time. (As per statement of business activity and parking plans submitted 13.09.2017).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 17.2.2, 17.2.1 and PP-001, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The specified mixed use C3 dwelling and B1(a) of the site hereby permitted allows the barn along the northern boundary of the curtilage to be used as a B1(a) office only by the occupiers of Curtis Farm and up to a maximum of five full time employees at any one time.
Reason: To prevent an undesirable mix of uses and poor relationship with the neighbouring residential properties in accordance with CS1, CSEN1 and CSEM4 of the South Oxfordshire Core Strategy 2027 and policies C4, D2, D4, D5, E7, G2, T1 and T2 of the South Oxfordshire Local Plan 2011.
The site known as Curtis Farm shall be used for the specified mixed C3 - dwellinghouse and B1(a) - office hereby approved and for no other purposes including any other purpose in Classes B and C of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (or any Order revoking or re-enacting that Order), without planning permission from the local authority.
Reason: To prevent an undesirable mix of uses and poor relationship with the neighbouring residential properties in accordance with CS1, CSEN1 and CSEM4 of the South Oxfordshire Core Strategy 2027 and policies C4, D2, D4, D5, E7, G2, T1 and T2 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) no window(s), door(s) or other openings shall be inserted at any time in the north elevation of the barn to be used as B1(a) office accommodation.
Reason: To safeguard the amenities of the occupiers of adjoining properties in accordance with policies G2, D4 and E7 of the South Oxfordshire Local Plan 2011.
That the joinery details and the materials to be used for the external walls and roofs of the barn conversion hereby approved shall be of the same colour, type and texture as those used on the existing building.
Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and E7 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no.PP-001, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies G2, D2, E7, T1 and T2 of the South Oxfordshire Local Plan 2011.
