The site lies amongst the isolated hamlet of Hook End and is not identified for development in the Development Plan. The proposed development would be environmentally and socially unsustainable, resulting in occupiers of the dwelling being reliant on the private car in order to access essential services and facilities. The proposal would also not represent infill development as defined by the Core Strategy and the forward position of the dwelling relative to established buildings would make it appear as an unduly prominent form of development in the locality. The proposal would consequently lead to consolidation of loose-knit development in an isolated rural location, thereby failing to conserve or enhance this part of the Chilterns AONB landscape. As such, the proposed development would not accord with the District's strategy for growth, would be unsustainable and would be contrary to Policies CS1, CSS1, CSR1, CSEN1, CSM1 and CSQ3 of the South Oxfordshire Core Strategy, and Policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF and the NPPG.
The proposed visibility splay appears to cross third party land which is outside of the applicants' and the Local Highway Authority's control and no scaled parking plan has been provided to ensure vehicles can park and turn within the site. Consequently, insufficient technical information has been submitted to demonstrate that the proposed development would provide adequate visibility splays and off-street parking to prevent conditions prejudicial to highway and pedestrian safety from arising. As such, the proposal would be contrary to Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF and the NPPG.
