The proposal would amount to an unwarranted extension and encroachment into open countryside detracting from the rural character of the area and the setting of the village to the detriment of the scenic and landscape beauty of the Chilterns Area of Outstanding Natural Beauty in this part of the village. The development is therefore contrary to paragraph 115 of the National Planning Policy Framework, policies CSEN1 of the adopted South Oxfordshire Core Strategy, saved policies G2, G4, and C4 of the adopted South Oxfordshire Local Plan 2011 and does not represent sustainable development as outlined in the NPPF.
The application site is located within Flood Zone 2 where proposals for new residential development need to comply with the Sequential Test as outlined within the NPPF. The proposed development would fail to be in compliance with the Sequential Test, because there are other reasonably developable sites available throughout Goring and the remainder of the District that lie within Flood Zone 1. As such the proposal would be contrary to paragraph 101 of the NPPF.
The proposed development would result in the dwelling being located too close to the root protection area of a tree protected by a Tree Preservation Order, causing harm to the tree. The proposed access would result in significant works to two trees protected by a Tree Preservation Order, causing harm to the trees. As such the proposal is contrary to Policy CSEN1 of the adopted South Oxfordshire Core Strategy and saved Policy C9 of the adopted South Oxfordshire Local Plan.
