Conditions / Refusal Reasons
The site lies outside the built up limits of Watlington, is not identified for development in the Development Plan and the proposed development would not represent infill development as defined by the Core Strategy. Consequently, the proposal would not accord with the District's strategy for growth and the principle of the development is therefore unacceptable. Furthermore, the proposal would fail to conserve or enhance the character and intrinsic quality of this part of the Chilterns AONB by introducing residential built form onto an undeveloped parcel of land. This would have a suburbanising effect that would be evident in local views, including from nearby footpaths, and to users of Howe Road, which would detract from the landscape setting of Watlington. The visual harm caused would not be outweighed by any benefits of the development. As such, the development would be contrary to Paragraph 115 of the NPPF, the NPPG and Policies CS1, CSS1, CSR1, CSQ3 and CSEN1 of the South Oxfordshire Core Strategy, and Policies G2, G4, C4, D1 and H4 of the South Oxfordshire Local Plan 2011.
