Conditions / Refusal Reasons
The development would not accord with the distribution strategy for housing within the district and would not be easily accessible to services and facilities by sustainable modes of transport. The development would fail to provide appropriate accessibility for pedestrians, to the detriment of highway safety and convenience. As such, the proposal would be contrary to the National Planning Policy Framework, policies CSS1, CSR1 and CSM1 of the South Oxfordshire Core Strategy and policies G3 and T1 of the South Oxfordshire Local Plan 2011.

The proposed development would encroach into open land and reduce the separation between the small settlement of Tokers Green and the large town of Reading. The proposed development would erode the rural character of this part of Tokers Green Lane and would detract from the character and appearance of the site and local area. As such, the proposal would be contrary to the National Planning Policy Framework, policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and policies G2, G4, C4 and D1 of the South Oxfordshire Local Plan 2011.

In the absence of a completed Section 106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the District, and infrastructure necessary to meet the needs of the development. As such, the development would be contrary to the National Planning Policy Framework and policies CSH3, CSI1 and CSM2 of the South Oxfordshire Core Strategy and policies T1 and D12 of the South Oxfordshire Local Plan 2011.

In the absence of a completed Section 106 legal agreement, the proposal fails to provide compensation for the value of biodiversity lost on the application site. As such, the development would be contrary to the National Planning Policy Framework and policy CSB1 of the South Oxfordshire Core Strategy.
