As a result the proposal is contrary to guidance contained within the National Planning Policy Framework, and Policies CSEN3, and CSQ3 of the South Oxfordshire Core Strategy, Policies D1, CON3, and CON7 of the South Oxfordshire Local Plan 2011, and Policies ESDQ16 and ESDQ20 of the Thame Neighbourhood Plan.
