The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of the original permission: 21 December 2016.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the type, design and external finish of all windows and external doors approved in writing by the Local Planning Authority under P17/S1808/DIS. Thereafter the development shall be maintained in accordance with the approved details.

Prior to the first occupation of the development hereby approved, the turning area indicated on the Proposed Excavation Plan dwg BS332-003 P0 shall be provided within the curtilage of the site so that motor vehicles may park and manoeuvre off the highway. The parking spaces, turning area and driveway shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles prior to the occupation of the development. The turning area shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The tree protection details and methodology as shown on the approved Proposed Excavation Plan dwg BS332-003 P0 and set out in the Tree protection report (dated November 2016) shall be put in place prior to any on site works including demolition, excavation and surface treatment, and thereafter retained in situ for the duration of development. Any variation to the agreed mitigation shall first be submitted to and agreed in writing by the Local Planning Authority.
Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011
Further to submission of the landscape layout of the site (dated December 2016) hereby approved, and prior to occupation of the dwelling hereby approved, planting details shall be submitted to and approved in writing by the Local Planning Authority. The details shall include:
- The height and dimensions of the planting stock
- Where hedging is proposed, the number of plants.
- Details of planting (support system, planting depth, size of planting pit, mulch etc.).
- Post planting management and maintenance strategy (Irrigation, inspection of stakes and ties, replenishment of mulch etc.)
Thereafter, the scheme shall be implemented as approved within 12 months of occupation of the approved development and thereafter be maintained in accordance with the approved scheme.
In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings and to safeguard the character of the conservation area, in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority.
Reason: To minimise the flood risk associated with the far end of the site and to limit the amount of hardstanding covering the site in accordance with Policies EP6 and EP7 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority.
Reason: To minimise the flood risk associated with the far end of the site and to limit the amount of hardstanding covering the site in accordance with Policies EP6 and EP7 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any hardstanding as described in Schedule 2, Part 1, Class F of the Order shall not be undertaken without the prior written permission of the Local Planning Authority.
