Conditions / Refusal Reasons
The development significantly detracts from the scenic beauty and woodland character of the site and its surrounding, which is situated in the open countryside of the Chilterns Area of Outstanding Natural Beauty. The urbanising impact of the development on this setting is contrary to policies G2 and G4 of the South Oxfordshire Local Plan; policy CSEN1 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at protecting valued landscapes with particular emphasis on conserving landscapes and scenic beauty in Areas of Outstanding Natural Beauty.
The development fails to respect the setting of the site and its surroundings, having an urbanising impact that dominate the woodland character of the area contrary to the local distinctiveness of development in the area. The development is therefore contrary to principles of good design and policy D1 of the South Oxfordshire Local Plan; policy CSQ3 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at achieving good design and respect for local distinctiveness.
The new 1.8m high timber board fence erected on either side of the existing access to the site, has significantly impeded visibility splays at the entrance to the site, contrary to highway safety and contrary to policy T1 of the South Oxfordshire Local Plan and government guidance contained in the National Planning Policy Framework aimed at achieving safe and suitable access.
