Conditions / Refusal Reasons
The Development Plan and the NPPF identify appropriate locations for new development. Warborough is one of the smaller villages in the district where infill development on sites of up to 0.2 hectares or on sites that are closely surrounded by other buildings may be allowed within the built up limits of the village. In this case, the site lies on the edge of the village green to the rear of three dwellings that are isolated from the main body of the village and the proposal does not constitute infill development. It would not be considered as an appropriate location for new residential development and would undermine the spatial strategy for the growth of smaller villages in the Development Plan. The provision of new dwellings on this site would consolidate existing development outside the built up limits of the village, which would harm the rural and landscape setting of this part of the village and harm the character of the adjoining conservation area. The personal circumstances put forward do not demonstrate that the harm is outweighed by other considerations. As such the proposal would be contrary to advice contained in the NPPF and to policies CS1, CSS1, CSR1 of the adopted South Oxfordshire Core Strategy and saved policies G2, G4, C4 and CON7 of the South Oxfordshire Local Plan.
