The proposed development, represents an inappropriate, unsustainable and unacceptable form of development that is not allocated for housing in the Chinnor Neighbourhood Development Plan. The Council can demonstrate a 4.1 year supply of housing land and the Neighbourhood Development Plan is therefore afforded significant weight. The proposed development would result in an inappropriate and unsustainable development that is contrary to the aims and objectives of the National Planning Policy Framework, which advises that planning should be genuinely plan-led. The proposal is therefore contrary to the National Planning Policy Framework, Planning Practice Guidance, the Chinnor Neighbourhood Development Plan, and Policies CS1, CSS1, CSI1 and CSR1 of the South Oxfordshire Core Strategy

The proposed development fails to demonstrate that a visibility splay of 2.4 metres by 54 metres can be provided in a westerly direction at the junction with Lower Icknield Way and that large refuse vehicles can access and leave the site without detriment to other road users. The proposal therefore fails to provide safe and suitable access to the site, which would have a detrimental impact on highway safety. The proposal is contrary to the National Planning Policy Framework, Planning Practice Guidance, the Chinnor Neighbourhood Development Plan, policies CS1, CSM1, CSM2 of the South Oxfordshire Core Strategy and policies D7, T1 and T2 of the South Oxfordshire Local Plan.

The development fails to provide a planning obligation to deliver necessary infrastructure, including: affordable housing, a travel plan, and public transport. The application is therefore contrary to the National Planning Policy Framework, the Planning Practice Guidance, Chinnor Neighbourhood Development Plan, and policies CSI1, CSH3, CSM1, CSM2 of the South Oxfordshire Core Strategy.
