That, having regard to the location, design, height and detailing of the proposed building the development would adversely impact the character and appearance of Oak House and would neither preserve nor enhance the architectural and historic interest of the building or the character and appearance of the Wallingford Conservation Area and adversely affect the non-designated heritage asset Oak House. The development is contrary to Policies CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011 and paragraphs 134, 135 and 137 of the National Planning Policy Framework.
