Conditions / Refusal Reasons
That the site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the City and to preserve the countryside outside it. The proposed extensions would represent inappropriate development within the Green Belt and are therefore by definition harmful by virtue of being a disproportionate addition. Having regard to the size, scale, massing and excessive volume the development would significantly harm the openness of the Green Belt. There are no 'very special circumstances' that would outweigh the harm caused by virtue of inappropriateness or to the openness of the Green Belt. The proposal is contrary to Policy CSEN2 of the South Oxfordshire Core Strategy 2027, policy GB4 of the South Oxfordshire Local Plan 2011 and the Green Belt policy of the National Planning Policy Framework.

That having regard to the size, scale and massing of the part two storey part single storey rear extension the proposal is considered to be materially harmful to the amenities of the neighbouring property; number 5 Ford Lane in terms of being an overbearing and oppressive expanse of built form located immediately along the shared boundary. The proposal is contrary to criterion (iii) of Policy H13 of the South Oxfordshire Local Plan 2011.
