The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P1, P2, P6, P3, P4, TLP 001, TPP 001 and P5 Rev A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies CS1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C9, D1, E9, EP6 and G2 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved drawing, TPP 001 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CS1,CSB1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C6, C9, D1, E9 and G2 of the South Oxfordshire Local Plan 2011

Any external lighting associated with this development shall be designed, installed and maintained in accordance with the guidance to be found in the Institution of Lighting Professionals Guidance Notes for the Reduction of Obtrusive Light GN01:2011. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies CS1, CSB1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C9, D1, E9, EP3 and G2 of the South Oxfordshire Local Plan 2011.

The external lighting system shall be activated and deactivated by motion sensors and by a light sensitive switch when natural light is available. The motion sensors shall be designed and calibrated to ensure they shall only be activated by a person or vehicle entering the floodlit area. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies CS1, CSB1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C9, D1, E9, EP3 and G2 of the South Oxfordshire Local Plan 2011.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. To protect the environment, surrounding churches and school users from light and noise pollution in accordance with Policies CS1, CSEN1 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies E9, EP2, EP3 and G2 of the South Oxfordshire Local Plan 2011.
